The Demise of the 28-Point Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis caused by the announcement of a new 28-article proposal for achieving ceasefire appeared – briefly – to have been stabilised. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: an extensive attack of aerial bombardment on Kyiv.

The Rhythm of Diplomacy and Destruction

The succession of conflicting incidents captured the grim essence of the current period. By day, political struggles are fought: hopeful statements are delivered from various governments. Considerable effort is allocated on restraining certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the main instrument for achieving "resolution".

Nocturnal Warfare

As Russia's attack progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is able to track projectile deployments from Russian territory, a capacity afforded by up-to-date information. From observation points, Ukrainian air force fighter jets that had been dispatched to engage hostile guided weapons streaked across the sky – sophisticated military planes delivered to Ukraine by Western partners.

Shortly after, Kyiv's missile defense thundered: multiple launches fired to intercept a hostile projectile. This was a advanced protection mechanism at work, presumably supplied through Western nations. Every deployment creates sudden vibrations, rattling buildings. The brief panic quickly becomes sober acceptance: possibly the approaching threat won't cause damage this time, protecting urban areas from ruin and additional electricity failures.

Ongoing Risks

Soon after, a automatic firearm fired at a drone close by, part of a rapid response unit – most likely imported technology. Sadly, the bullets missed the opposing UAV – it pressed on overhead toward its destination.

Intermittently, this continued until dawn. Kyiv awoke to the daybreak reports: several casualties, damage and heating outages in multiple buildings as a result of the night's assault. As typically, everyone still maintained normal activities – living the war. But those entire period encapsulated Ukraine's essential dependence on Western support – a reliance that neighboring countries are evidently unprepared to replace in the immediate future.

Unsuccessful Negotiations

The detailed framework from Washington provoked deep reactions, controversy and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.

Every new approach from American administration unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually win the battle. This trend will, no doubt, continue.

Strategic Calculations

It is convenient to criticize certain parties of repeatedly advocating Russian terms. But that does not seem to be the entire situation. Washington operates on a principle understood by seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The White House assumes that it is impossible to force Russia to relinquish the areas that it presently holds in Ukraine's occupied territories.

The challenge is that while acknowledging this situation, Washington does minimal to discourage Russia, through diplomacy or military means, from believing that the status quo will not evolve additionally in its advantage in the near future.

Divergent Views

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its partners are coming close to fatigue. Their motivation to sign a deal that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's government remains completely certain in the conclusion.

On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing people and territory but preventing a total frontline collapse until situations evolve in its advantage.

Current Realities

Realistically, there are no genuine requirements for a truce. Now, individual motivations are coming into play: leadership ambitions to broker a ceasefire and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any plan Kyiv finds unworkable, so that their attention does not switch to domestic problems. And although their mission will now be significantly challenging after current events, it remains quite doubtful that this will alter their fundamental strategy.

These opposing factors are influencing discussions.

Conclusion and Outlook

It took a mere seven days to kill the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, recent disclosures, all served their function.

While new initiatives based on established approaches are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to change the course of events, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, largely rely on ongoing international assistance.
